Staff Reporter
ITANAGAR, Jun 9: Agitated with long denial of justice and inconclusive investigation report over mysterious death of late Kali Bulo(23) an Assistant Teacher who was allegedly murdered at his quarter in Menchuka under West Siang district on August 3 last year, All Tagin Students’ Union(ATSU) and Tagin Welfare Society(TWS) Itanagar on Thursday staged a massive peace rally at Tennis Court Itanagar demanding the authority to hand over the case to CBI.
Hundreds of people, from all walks of life irrespective of community, profession joined the rally and expressed solidarity with aggrieved family. The members from AAPSU, ALSU, CoSAAP, Galo Students’ Union and various district students union also expressed their solidarity by taking part in peace rally. The protesters later tried to march upto the Chief Minister Bungalow at Niti Vihar, however, the security forces and district administration halted them near Tadar Tang road, along the Indira Gandhi Park.
The representatives from ATSU, TWS, and ATA were later allowed to submit memorandum to Chief Minister Office.
Questioning the efficiency of West Siang district Police and Special Investigation Team (SIT), ATSU President R.G Malling said, “10 months and six days has elapsed since late Kali Bulo was brutally murdered, but the SIT and West Siang district police are yet to come up with any lead”.
“It implies that SIT and the district police have failed miserably in solving the murder case” Malling adds.
“Murder of late Bulo not only reflected the inefficiency of law enforcing department but also weakness of the government to protect its own employees” ATSU President further said.
Alleging that SIT and the West Siang District Police are intentionally delaying to nab the culprits, ATSU demanded disciplinary action against the SIT and the district police. It further demanded the state government to immediately announce ex-gratia to bereaved family members of late Bulo. Inexplicable delay in investigation has angered the community and the family members of late Bulo.
The union claimed that had the SIT and district police worked sincerely, the culprits involved in heinous crime would have been in police net as there was ample evidence of CCTV footage which showed two men demolishing the memorial stone of late Bulo.
Later, ATSU along with All Tagin Welfare Society (TWS) Itanagar and Arunachal Teachers’ Association (ATA) submitted a joint memorandum to the state government seeking the murder case to be handed over to CBI. The organisation also demanded for compensation to bereaved family.
Yaka Bulo, the elder sister of late Kali Bulo expressed her gratitude to the people who stood by the family in their hour of grief.
“I on behalf of my entire family members thank each and every one who has stood by us” she said emotionally.
“I will not get back my brother, but we want to know why my brother was murdered” she adds.
HC raps PWD on TAH
[ Joken Ete ]
ITANAGAR, Jun 9: In a historic development, the Itanagar permanent bench of the Gauhati High Court reproached the Public Works Department (PWD), Aalo division for not maintaining the Pangin-Tai road under Trans-Arunachal Highway (TAH) project.
On Tuesday, judge RK Phukan acting on a writ petition WP(C) no 288 (AP) 2016, filed by advocate Kemo Lollen, while observing that no construction work has been undertaken by the department in the stretch of the road, directed the PWD Aalo division to reply within three weeks.
The court further directed the department not to segregate any amount from the sanctioned fund until further order.
Earlier on March 14, 2016, the PWD commissioner had sanctioned Rs one crore vide order no. SPWD/W-668/2015 on March 14, 2016, for maintenance of the Pangin-Tai, (NH-229) road, which passes through Aalo.
Granting administrative approval, the PWD commissioner had directed the department to utilize the fund “within the specified time and strictly for the purpose” for the maintenance of the road.
The department was further directed not to divert the sanctioned fund. It may be mentioned here that the state government had sanctioned the fund for the immediate renovation of the Aalo to Bam portion of the road in September 2015, following hue and cry over the deplorable condition of the road.
In his petition, Lollen questioned the department for lack of maintenance of the road despite the state government awarding the sanction for the work.
Stating that the right to have good road is a fundamental right enjoined under Article 21 of the Constitution of India, he lamented that the road conditions from Bam to Aalo, under Pangin-Tai TAH was in a deplorable condition due to lack of maintenance.
He said the poor condition of the road posed a great inconvenience to the general public of West Siang, Upper Siang, Upper Subansiri and newly created Siang district.
Lollen said people face extreme difficulty travelling on the 40 km Aalo-Bam stretch of the road.
“How long the people would continue to suffer bad roads? It is the obligation of the Public Works department and other agencies of the state to provide public means of communication in good and proper condition. There cannot be any justification for the bad roads,” he said.
Lollen said that as per the Constitution, every person is entitled to good roads and it is a necessity for a good life.
Expressing apprehension that the fund for the maintenance of the road would be diverted, Lollen said the department is yet to float NIT for the maintenance of the road.
Interestingly, even as debate rages on the lack of maintenance of the road, earth-cutting work resumed on the Aalo-Bam stretch of the road under TAH on May 21 last. It may be mentioned that M/s TK Engineering Consortium Ltd, is executing the work even as Union ministry of road transport and highways is yet to sanction Rs 37.70 crore submitted by the Highways department.
