{"id":152074,"date":"2021-03-04T03:28:29","date_gmt":"2021-03-03T21:58:29","guid":{"rendered":"https:\/\/arunachaltimes.in\/?p=152074"},"modified":"2021-03-04T03:28:29","modified_gmt":"2021-03-03T21:58:29","slug":"budget-focus-on-health-and-education","status":"publish","type":"post","link":"https:\/\/arunachaltimes.in\/index.php\/2021\/03\/04\/budget-focus-on-health-and-education\/","title":{"rendered":"Budget focus on health and education"},"content":{"rendered":"<h3 style=\"text-align: justify;\"><strong>Outcome-oriented budget: Mein<\/strong><\/h3>\n<p style=\"text-align: justify;\"><strong>Staff Reporter<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>ITANAGAR, 3 Mar:<\/strong> The state budget for 2021-22, which was presented on Wednesday, focused on health and education.<\/p>\n<p style=\"text-align: justify;\">Deputy Chief Minister Chowna Mein, who is also the finance minister, while presenting the budget, in his address said, &#8220;This year, I have a difficult task to address the needs of aspirational Arunachal Pradesh to set a tone for high growth, while making sufficient resources available for the unfinished agenda of last year&#8221;.<\/p>\n<p style=\"text-align: justify;\">He said that the budget is guided by health and wellbeing, reinvigorating human capital, inclusive development for &#8216;Aspirational Arunachal&#8217;, infrastructure, minimum government and maximum governance and innovation and research and development.<\/p>\n<p style=\"text-align: justify;\">During his budget speech, he said that the department of Health deserves all praises for working tirelessly throughout the pandemic period.<\/p>\n<p style=\"text-align: justify;\">&#8220;This was a completely new learning experience for us. And let us not forget how in the initial days we were grappling for resources, such as sourcing PPE kits and testing equipment. The state has come a long way and developed a reasonably strong infrastructure in managing a pandemic like Covid,&#8221; he said.<\/p>\n<p style=\"text-align: justify;\">Later addressing the press, he said that &#8220;finances have been affected by the pandemic.&#8221;<\/p>\n<p style=\"text-align: justify;\">Mein said that the budget was outcome-oriented and that there has been equitable distribution of resources.<\/p>\n<p style=\"text-align: justify;\">\n<h4 style=\"text-align: justify;\"><strong>Budget Highlights<\/strong><\/h4>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 Rs 1895 crore has been earmarked for clearing old liabilities of SIDF and additional RE.<\/p>\n<p style=\"text-align: justify;\">#\u00a0 Rs 180 crore has been allocated for catering to CCI projects.<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0\u00a0 The allocation for Central Sector Schemes (CSS) has been increased by Rs 1000 crore.<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0\u00a0 Mission to achieve Rs 5000 crore funds from Gol under various CSS.<\/p>\n<p style=\"text-align: justify;\">\n<h4 style=\"text-align: justify;\"><strong>Health &amp; Wellness<\/strong><\/h4>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 &#8216;Mission Health&#8217; (Rs160 crore)<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 Up gradation of the district hospitals from state plan, RIDF, NHM and NESIDS (Rs 450 crore)<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 Total allocation in health sector, including centre and state to be Rs 600 crore.<\/p>\n<p style=\"text-align: justify;\">#\u00a0 Health &amp; Wellness Centers (Rs 8 crore)<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 Doubling the present level of Institutional Delivery Points (Rs 10 crore)<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 Up gradation of Bakin Pertin General Hospital, Pasighat to a 300-bedded hospital (Rs 5 crore)<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 TRIHMS (Grant-in-aid &#8211; Rs 28 crore, gap funding &#8211; Rs 10 crore, for initiatives such as free chemotherapy, MRI and advanced technology equipment for diagnosis and installation of cath lab I &#8211; Rs 25 crore)<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 To establish a 200-bedded hospital under RK Mission Hospital, Itanagar (Rs 20 crore)<\/p>\n<p style=\"text-align: justify;\">\n<h4 style=\"text-align: justify;\"><strong>Education<\/strong><\/h4>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 &#8216;Mission Shiksha&#8217; with an all-encompassing strategy to transform education in the next 2 years (Rs 200 crore over &amp; above the normal departmental allocation this financial year)<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 Converge all resources through normal plan, budget announcements, CSS and others so that a sum of Rs 1000 crore would be made available to the education department.<\/p>\n<p style=\"text-align: justify;\">#\u00a0\u00a0 Recruitment of teachers of all categories through the Arunachal Pradesh Public Service Commission.<\/p>\n<p style=\"text-align: justify;\">o\u00a0\u00a0 Operationalize a state-of-the-art digital studio in the state headquarters, which is to be connected to 101 senior secondary schools of the state in the first phase through VSAT for conducting e-classes.
