KYIV, Ukraine , Jul 26 (AP) \u2014 Russia targeted Ukraine\u2019s Black Sea regions of Odesa and Mykolaiv with airstrikes Tuesday, hitting private buildings and port infrastructure along the country\u2019s southern coast, the Ukrainian military said.<\/p>\n
The Kremlin\u2019s forces used air-launched missiles in the attack, Ukraine\u2019s Operational Command South said in a Facebook post.<\/p>\n
In the Odesa region, a number of private buildings in coastal villages were hit and caught fire, the report said. In the Mykolaiv region, port infrastructure was targeted despite the agreements Moscow and Kyiv signed last week that was intended to allow grain grain shipments to resume from Ukraine\u2019s Black Sea ports.<\/p>\n
Hours after the strikes, a Moscow-installed official in southern Ukraine said the Odesa and Mykolaiv regions would soon be \u201cliberated\u201d by Russian forces, just like the already occupied Kherson region further east.<\/p>\n
\u201cThe Kherson region and the city of Kherson have been liberated forever,\u201d the region\u2019s Russia-appointed official, Kirill Stremousov, was quoted as saying by Russian state news agency RIA Novosti.<\/p>\n
Meanwhile, Russia\u2019s top diplomat repeated his insistence that Moscow was ready to hold talks with Ukraine on ending the war, though he once again claimed that Kyiv\u2019s Western allies oppose a deal.<\/p>\n
\u201cWe never refused to have talks, because everybody knows that any hostilities end at the negotiating table,\u201d Russian Foreign Minister Sergey Lavrov said Tuesday during a trip to Uganda.<\/p>\n
He said negotiations have gone no further since a meeting between the two sides in Istanbul at the end of March.<\/p>\n
While Ukrainian officials have spoken of a possible counteroffensive in the south, the British Defense Ministry said Tuesday there was no indication a Ukrainian warship and a stockpile of anti-ship missiles were at Odesa\u2019s port, as Moscow claimed when it struck the site over the weekend.<\/p>\n
The British ministry said Russia sees Ukraine\u2019s use of anti-ship missiles as \u201ca key threat\u201d that is limiting its Black Sea Fleet.<\/p>\n
\u201cThis has significantly undermined the overall invasion plan, as Russia cannot realistically attempt an amphibious assault to seize Odesa,\u201d the military said. \u201cRussia will continue to prioritize efforts to degrade and destroy Ukraine\u2019s anti-ship capability.\u201d<\/p>\n
It added that \u201cRussia\u2019s targeting processes are highly likely routinely undermined by dated intelligence, poor planning, and a top-down approach to operations.\u201d<\/p>\n
In other military developments, Russian shelling over the previous 24 hours killed at least three civilians and wounded eight more in Ukraine, the Ukrainian president\u2019s office said Tuesday.<\/p>\n
In the eastern Donetsk region, where the fighting has been focused in recent weeks, shelling continued along the entire front line, with the largest cities of the region, including Bakhmut, Avdiivka and Toretsk, targeted by Russian forces, the presidential office said.<\/p>\n
Donetsk regional governor Pavlo Kyrylenko accused Russian troops of using cluster munitions and repeated his call for civilians to evacuate.<\/p>\n
\u201cThere is not a single safe place left, everything is being shelled,\u201d Kyrylenko said in televised remarks. \u201cBut there are still evacuation routes for the civilian population.\u201d<\/p>\n
The Institute for the Study of War, a think tank based in Washington, reported that Moscow was using mercenaries from the shadowy Wagner Group to capture the Vuhledar Power Plant on the northern outskirts of the village of Novoluhanske village.<\/p>\n
But Russian forces have made \u201climited gains\u201d there, according to Ukraine\u2019s General Staff.<\/p>\n
The main Russian focus for the moment is on capturing Bakhmut, which the Russian military needs to press its offensive on the main Ukrainian strongholds in Donetsk, the cities of Sloviansk and Kramatorsk.<\/p>\n
\u201cRussian forces made marginal gains south of Bakhmut but are unlikely to be able to effectively leverage these advances to take full control of Bakhmut itself,\u201d the Institute for the Study of War said.<\/p>\n
Russian forces continued to launch strikes on civilian infrastructure in Kharkiv, Ukraine\u2019s second-largest city, and the surrounding region in the country\u2019s northeast.<\/p>\n
Kharkiv Gov. Oleh Syniehubov said the strikes on the city resumed around dawn Tuesday and damaged a car dealership.<\/p>\n
\u201cThe Russians deliberately target civilian infrastructure objects \u2014 hospitals, schools, movie theaters,\u201d Syniehubov told Ukrainian television. \u201cEverything is being fired at, even queues for humanitarian aid, so we\u2019re urging people to avoid mass gatherings.\u201d<\/p>\n
German Foreign Minister Annalena Baerbock said that Moscow wants \u201cthe complete subjugation of Ukraine and its people.\u201d<\/p>\n
\u201cWe must be prepared for this war \u2014 which Russia is conducting with absolute brutality, and is conducting in a way that no one else would \u2014 to last months,\u201d Baerbock said during a visit to Prague.<\/p>\n
