{"id":25916,"date":"2018-04-18T02:10:47","date_gmt":"2018-04-17T20:40:47","guid":{"rendered":"https:\/\/arunachaltimes.in\/?p=25916"},"modified":"2018-04-18T02:10:47","modified_gmt":"2018-04-17T20:40:47","slug":"dcm-advocates-financial-discipline","status":"publish","type":"post","link":"https:\/\/arunachaltimes.in\/index.php\/2018\/04\/18\/dcm-advocates-financial-discipline\/","title":{"rendered":"DCM advocates financial discipline"},"content":{"rendered":"<p style=\"text-align: justify;\">\n<strong>ITANAGAR, Apr 17:<\/strong> Deputy Chief Minister Chowna Mein has asked the officers of the accounts &amp; treasuries department to ensure financial discipline at all levels for the overall development of the state.<br \/>\nMein said this during a workshop on the National Pension System (NPS) organized by the accounts &amp; treasuries directorate at the Dorjee Khandu Convention Centre here on Tuesday.<br \/>\n&#8220;You are the catalyst for enforcement of discipline and orders of the finance department,&#8221; Mein told the officers.<br \/>\nExpressing concern over the diminishing work culture among government employees, Mein said, &#8220;We must work with the spirit of Team Arunachal for the welfare of the people.&#8221;<br \/>\nInforming about the financial reforms taken up at the national level, such as the introduction of the Public Financial &amp; Management System, the e-marketplace, e-kuber, Direct Benefit Transfer, etc, he termed the goods &amp; services tax &#8220;the greatest universal financial reform,&#8221; and claimed that demonetization and cashless transaction have brought transparency in the country.<br \/>\n&#8220;The state government has also initiated several reforms, and one of the major restructuring processes was to functionalize the two divisional commissioner&#8217;s offices and to shift the zonal offices of the work departments to their respective headquarters,&#8221; Mein said.<br \/>\nResponding to a three-point memorandum submitted by the Arunachal Pradesh Finance and Accounts Service Association, the DCM assured to take up the issues with the government.<br \/>\nHe also said that to meet the manpower requirements in the newly-created districts, &#8220;we need to create posts of FAO &amp; treasury officers in those districts.&#8221;<br \/>\nAudit &amp; Pension Director, Md A Basit made a presentation on the NPS, and enumerated DPC and other issues related to finance and accounts officers.<br \/>\nHe informed the DCM of the shortage of officers in the accounts &amp; treasuries directorate, and requested him to redress the grievances of the department.<br \/>\nAmong others, Finance Secretary YW Ringu and Accounts &amp; Treasuries Director Techi Tedi attended the workshop, which was organized in collaboration with the Pension Fund Regulatory and Development Authority and the National Securities Depository Limited.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>ITANAGAR, Apr 17: Deputy Chief Minister Chowna Mein has asked the officers of the accounts &amp; treasuries department to ensure financial discipline at all levels for the overall development of the state.
