The session will focus on discussing the funding needs of various departments and reviewing key development projects aimed at effectively utilising funds and achieving sustainable growth.<\/p>\n<p style=\"text-align: justify;\">This year is the &#8216;Year of Human Capital&#8217;, aiming to promote public awareness and participation, prioritising people. Therefore, listening to public opinions and suggestions is crucial for policy formulation. In this regard, I offer the following recommendations:<\/p>\n<ol style=\"text-align: justify;\">\n<li>Prioritise infrastructure and connectivity development in underdeveloped areas: Many remote villages have poor road conditions, especially during the monsoon season. Road collapses in the Dibang Valley area delay rescue efforts and exacerbate disasters.<\/li>\n<li>Strengthen anti-corruption mechanisms: Introduce a real-time digital tracking system for project compensation and public procurement. Mandatory audits of high-value infrastructure projects are recommended to prevent irregularities.<\/li>\n<li>Conduct interstate coordination discussions: Addressing illegal activities and strengthening security are crucial. It is recommended to incorporate this into the Vibrant Villages Programme for comprehensive development.<\/li>\n<li>Focus on human capital investment: Given that 2025-26 is the &#8216;Year of Human Capital&#8217;, it is recommended to increase budgetary allocations for education and skills development in border areas, including scholarships and vocational training related to hydropower and tourism.<\/li>\n<li>Promote inclusive debate: Encourage cross-party dialogue on tribal rights and environmental issues, ensuring that opposition voices can contribute to balanced policy.
