{"id":51685,"date":"2018-11-14T00:12:06","date_gmt":"2018-11-13T18:42:06","guid":{"rendered":"https:\/\/arunachaltimes.in\/?p=51685"},"modified":"2018-11-14T00:12:06","modified_gmt":"2018-11-13T18:42:06","slug":"assn-alleges-violation-of-norms","status":"publish","type":"post","link":"https:\/\/arunachaltimes.in\/index.php\/2018\/11\/14\/assn-alleges-violation-of-norms\/","title":{"rendered":"Assn alleges violation of norms"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>ITANAGAR, Nov 13:<\/strong> The All Arunachal Contractor&#8217;s Welfare Association in a representation to the chief secretary on Monday alleged that the animal husbandry &amp; veterinary department violated the state government&#8217;s Business of Allocation Rules by offering the executing authority for civil works to a non-technical department.<br \/>\nReferring to the notice inviting tender (NIT) floated by the Roing-Konoru block development officer (BDO) for construction of a cattle breeding centre in Bomjir in Lower Dibang Valley district, the association said, &#8220;As per the Business of the Government of Arunachal Pradesh (Allocation), Rules, 1998, the rural development department cannot execute any kind of civil works or take any deposited works.&#8221;<br \/>\nIt alleged that &#8220;with ill intention, secretary and director of animal husbandry, veterinary &amp; dairy development department had nominated the BDO as their executing agency, whereas they should deposit the civil works funds to engineering departments like PWD and UD.&#8221;<br \/>\nThe association urged the CS to direct the department concerned to recall the fund from the BDO and re-deposit it to the engineering departments.<br \/>\nClaiming that there is no financial sanction power of a Class-C officer at the district level &#8220;as per the delegation of financial power Order No FIN\/E-13\/86(pt)\/347, dated 22 February, 2016,&#8221; the association questioned how a BDO could invite tender for works involving crores of rupees.<br \/>\nIt also urged the chief secretary to instruct the education secretary not to entertain the detailed project report and estimate for civil works submitted by the officers of a non-technical department for approval.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>ITANAGAR, Nov 13: The All Arunachal Contractor&#8217;s Welfare Association in a representation to the chief secretary on Monday alleged that the animal husbandry &amp; veterinary department violated the state government&#8217;s Business of Allocation Rules by offering the executing authority for civil works to a non-technical department.
