{"id":59262,"date":"2019-02-05T01:20:30","date_gmt":"2019-02-04T19:50:30","guid":{"rendered":"https:\/\/arunachaltimes.in\/?p=59262"},"modified":"2019-02-05T01:20:30","modified_gmt":"2019-02-04T19:50:30","slug":"centre-increases-goaps-borrowing-limit-from-nabard","status":"publish","type":"post","link":"https:\/\/arunachaltimes.in\/index.php\/2019\/02\/05\/centre-increases-goaps-borrowing-limit-from-nabard\/","title":{"rendered":"Centre increases GoAP&#8217;s borrowing limit from NABARD"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>ITANAGAR, Feb 4:<\/strong> The central government has increased the borrowing limit of the Arunachal Pradesh government to borrow from the National Bank for Agriculture &amp; Rural Development (NABARD) from Rs 188 crore to Rs 251.71 crore for the current financial year (2018-19).<br \/>\nThis was informed by Planning &amp; Investment Secretary Himanshu Gupta during the high power committee-cum-state level sanctioning committee meeting on RIDF convened by the finance, planning &amp; investment department on Monday in the conference hall of the chief secretary.<br \/>\nChairing the meet, Chief Secretary Satya Gopal reviewed the physical and financial progress of all ongoing projects sanctioned under Tranche XIX (2013-14) to Tranche XXIII (2017-18) as well as the status of the projects sanctioned under Tranche XXIV (during the current year).<br \/>\nHe said all the implementing departments must submit the reimbursement claims by 15 March, 2019, in respect of the projects sanctioned under Tranche XIX, which is going to be closed on 31 March.<br \/>\nGopal urged the implementing departments to also submit the reimbursement claims in respect of other ongoing projects, particularly under Tranche XX and XXI, if they have made substantial progress in respect of these projects.<br \/>\nHe also advised all the implementing departments to ensure the grounding of projects sanctioned under Tranche XXIII (2017-18) immediately, so that these projects do not slip into the &#8216;non-starter projects&#8217; category.<br \/>\nThe CS requested the implementing departments to submit the reimbursement claims in respect of four non-starter projects of Tranche XXII (2016-17), so that these can be categorized as ongoing projects.<br \/>\nThe chief secretary commended the implementing departments for the progress made by them in respect of implementation of RIDF projects.<br \/>\nGupta and Finance Secretary YW Ringu requested the line departments to submit the PCRs if the projects have already been completed.<br \/>\nThey also suggested that all the implementing departments submit the claims towards the government share in respect of various ongoing projects to complete the projects as per the phasing schedule suggested by the NABARD.<br \/>\nNABARD GM Gyanendra Mani requested the state government to submit the reimbursement claims as early as possible. He also requested the government to expedite the process of making arrangements for electronic payments and receipts under the RIDF, so that electronic transactions can be started by 1 March.<br \/>\nIssues related to early submission of proposals by the state government for financial support under the National Adaptation Fund under Climate Change was also discussed.<br \/>\nAmong others, the meeting was attended by Animal Husbandry Secretary Bidol Tayeng, chief engineers and other senior officers of the implementing departments, besides NABARD officials AGM Ashok Doolani and Gaurav Kumar.
