Local sentiments and ethos have to be considered while framing the plans, both in terms of infrastructural development and psychological interventions,&#8221; Felix said during the maiden conference of the SPs of the western range here in Lower Subansiri district on Tuesday.<br \/>\nHe urged the SPs to submit their &#8220;tactically designed plans&#8221; at the earliest.<br \/>\nHe also directed the officers to submit lists of habitual criminals, dividing them in different categories, based on their records.<br \/>\n&#8220;Criminals have no class, caste, clan or tribe. Zero tolerance against crimes should be the mantra for all our police personnel,&#8221; the home minister said.<br \/>\nHe informed that establishing &#8220;a special common cell for undivided Subansiri and another cell for the districts sharing boundaries with the neighbouring states&#8221; is in the pipeline to facilitate coordination between the districts&#8217; police to curtail inter-district and interstate crimes.<br \/>\n&#8220;Timely DPCs and promotion of officers shall be one of my prerogatives. This should act as a catalyst for all the officers to be proactive and hardworking,&#8221; he said.<br \/>\nFelix also informed about the soon-to-be launched &#8216;Humara Arunachal Abhiyan&#8217; (HAA), in which people from all walks of life, along with CBOs, women&#8217;s organizations, etc, will be assisting the police department in containing law and order issues.<br \/>\n&#8220;The HAA will facilitate CBOs in issuing social sanctions against any crimes,&#8221; he said, and urged the SPs to submit plans in which interventions of CBOs would be required to contain law and order issues.<br \/>\nThe SPs made PowerPoint presentations highlighting the activities in their districts. They also brought to the minister&#8217;s notice issues pertaining to infrastructural gaps and manpower requirements.<br \/>\nMatters such as hiring IT professionals to tackle the ever-rising cyber crimes, training requirements for police personnel, use of social media to create awareness, image-building of the police, etc, were also discussed during the meeting.<br \/>\nDIGP (W) Apur Bitin also attended the conference. Later, the minister along with Bitin inspected the DIGP office site in Yachuli, the headquarters of the western range.
