It has to change according to the changing situation to fulfill the needs of the people, and also, a static constitution is a hurdle to the progress of the nation,&#8221; he said.<br \/>\nLLM first-year student Sonam Wangmu stood first in both essay writing and extempore speech competitions which were held as part of the event.
