SSB and document requirements

There is a new entry in the recruitment process in the state of Arunachal Pradesh i.e., the Staff Selection Board. First of all, I appreciate the great initiative taken by the Government of Arunachal Pradesh to streamline the Group C and D staffs. This will definitely check the nepotism in the departmental recruitment process.
But I have some genuine doubts regarding the ongoing admission process of APSSB.
1. Why the board is asking about the thumb impression and AADHAR card?
2. Why no educational documents are to be uploaded in the admission system?
As per Supreme Court Judgment regarding the AADHAR CARD submission, it is mentioned that if any individual is asking for any subsidy from the Govt, then AADHAR CARD is mandatory. Now I dont think that APSSB is giving any subsidy on the form submission.
Regarding thumb impression, I dont know what is the motto behind it.
If aspirants uploads the required educational qualification in original then lots of fake forms can be checked in initial stage itself and many unwanted aspirants can be checked which only fill up the forms just to helped their loved ones if they happen to get same centre and rooms.
In addition, by doing this, the number of aspirants will be less in number which will in return save the govt. money used in conducting exams. But, being a new department, if govt. is trying to earn revenue then the present procedure is perfect.
My earnest request to the govt is to make the system easy and legible so that aspirants can trust the Board before it is too late.
