Norms and untrained teachers

I would like to draw the attention of education dept that RTE Act implemented in the year 2010, according to which all untrained teachers must have professional training as per NCTE norms.As such, all untrained elementary teachers appointed on or after 3rd September 2001 who do not possess the qualification prescribed by NCTE were given a deadline to acquire professional training by 2015.The notification clearly does not mention about the teachers who had been appointed during 1980s & 1990s.
Recently order received from state coordinator, pedagogy & planning, SSA Rajya Mission, all in service untrained elementary teachers in Govt./ Govt aided /private unaided school shall be admitted in D.El.Ed whether they are in service before or after 3rd Sept 2001.
Incase of any consideration from MRHD about the teachers in service before 3rd Sept 2001, their fee shall be refunded by NOIS.
We are puzzled and confused with the order as it does not clearly specify about those who are on the verge of retirement. There are so many untrained JTs and ATs appointed during 1980 and 1990s who are retiring.
In the light of the above statement, I would like to appeal and request the department of education to come up with clear notification by distinguishing those teachers recruited prior to 2001 when NCTE norms was not implemented.
