Administration is putting all efforts for Doimukh-Harmuti road

Dear Editor,
This is in response to news item that appeared in your daily on 5th April under headline “Citizens obstruct Harmuti- Kola Camp road construction” which seems to have been reported without knowing the ground realities.
The district administration has put all efforts and is constantly monitoring the rehabilitation and up-gradation of Doimukh-Harmuti road from Harmuti Junction to Kola Camp and Doimukh to Bage Tinali Two Lanes carriage in the state of Assam and Arunachal Pradesh under NHIDCL.
The Deputy Commissioner Papum Pare District along with SDO Doimukh and the representatives of M/S Nabam Tullon LLP-ECI (JV) had conducted physical survey of the stretch of road on 01/02/18 and directed the contractor to submit the names of individual obstructing the construction and widening of the said stretch of the road.
Further, the Deputy Commissioner Papum Pare during physical verification directed the contractor not to compromise with the technical specifications for improvement and up-gradation of road while instructing the SDO Doimukh to identify the problem area and render administrative cooperation for early completion of the project.
Accordingly, the SDO Doimukh has taken prompt action by constituting a committee to identify the shifting of public utilities and to settle the requirements of additional land for widening of the road from Doimukh to Khola Camp.
The Committee has submitted the report with a recommendation for shifting of public utilities and private properties including the CC compound wall of Govt Higher Secondary School Doimukh.
The whole stretch of road doesn’t fall under notified ROW nor the provision of acquiring of ROW has been followed along the road since inception and the project has been approved and sanctioned without any provision of compensation for shifting of public and private properties which adds to the administrative obstacles. Unlike BRTF road, there is no notified ROW along the said stretch of road which binds the action of local administration.
However, the Sub-Divisional Administration under the directive of the Deputy Commissioner Papum Pare has geared up all possible means for improvement and widening of the road as per approved technical specifications.
Yours,
DIPRO,
