Scrap one time relaxation of recruitment rule

Dear Editor,
In order to bring transparency in the recruitment of various jobs in Arunachal, the state cabinet handed over the recruitment process of even Group-C and Group-D to APPSC. Complying the very Cabinet decision, many departments start sending requisition for recruitment of various jobs to APPSC but still few departments are resorting to one time relaxation of recruitment rule, thus flouting the rule.
Therefore, I would like to ask the government how many times will the department resort to one time relaxation of recruitment rule. Because such practice of one time relaxation has gone to such an extent that even recruitment of Group-A post is not spared. It is heard that 100 Junior Specialists (Group-A) is to be recruited under Arunachal Pradesh Health Service Rule 2001. According to the recruitment rule, such post is to be recruited by APPSC through scrutiny of certificates followed by personal interview.
The recruitment of only 100 Junior Specialist violates the law because for one government there cannot be two separate rules or two recruitment agencies.
If such relaxation is allowed this time, surely and certainly, it will open the flood gates for other departments to follow.
Through the column of your esteemed daily, I request our visionary, bold and dynamic CM Pema Khandu to scrap one time relaxation of recruitment rule for good and at the same time urge him to direct all works department specially departments of Power, Hydro Power, Electromechanical, UD and Health to send requisition for recruitment of UDC, JE, AE and Junior Specialist to APPSC for fair recruitment.
