Abnormal number of promotions given at one-go in UD dept

Dear Editor,
Through the columns of your esteemed daily, I would like to bring forth a burning issue of abnormal number of promotions given at one-go.
As the head of departments and our respected legislators are least bothered with such issues; bringing up such issues through the media has only been left as the option for common public.
The matter is that, in the month of December the Department of UD & Housing has given officiating promotions to 22 numbers of AUPO (Assistant Urban Planning Officer) to the post of UPO( Urban Planning Officer) whereas the department has requisitioned only 4 numbers of post of UPO to the APPSC for direct recruitment through combined competitive engineering service, thereby violating the recruitment rule 2005, wherein it has been clearly specified that the vacancy to the post of Assistant engineer/UPO should be filled 50% by promotion and 50% by direct recruitment. Not only that since inception the department has made just 10 number of direct appointment of UPOs through PSC and whereas a staggering 48 number of AUPO has been promoted to UPO.
No wonder something wrong is definitely going on in the department or else how can the learned head of department could have overlooked such a basic yet an important rule; or have they done it deliberately?
As such I request our beloved CM to direct the department concerned to revert those numbers of posts promoted in excess of the rule and requisition those vacancies to the commission for direct recruitment.
If they fail to comply, stringent action should be initiated against those responsible.
I would also like to urge various organizations and especially the aspiring candidates to come out and raise their voice against this blatant violation of a written law. If we don’t raise our voice on genuine issue, it will further embolden them.
I hope that this message of awareness through this letter will reach out to the maximum of you and that the violators will feel the heat.
