Why does the commission take years to conduct exams?

According to the directive issued by the Department of Personnel and Training (DoPT) way back in 2016, all ministries or departments must ensure that the entire recruitment process starting from advertisement, conducting written examination or holding of interview be completed within six months.
According to the DoPT, any such delays deny the opportunity to fresh candidates who become eligible during that period, while also creating an atmosphere of uncertainty among candidates who have applied.
This is exactly the problem that the unemployed youth of the state are facing today. People at the helm of affairs have become oblivious to the matter at hand.
The sole recruiting agency of the state i.e, APPSC completes every recruitment in a snaillike pace.
This is true for every exam conducted, till date, by the commission. The officials of the commission also seem to care less as was evident to me from a recent communication made to inquire about the pending result of a “Certain” Exam which seems to have irked them. Why is the government not creating jobs in the commission when there is inadequate manpower and unlimited supply of unemployed youths?
Why is that the commission act as if it is not answerable to the candidates? Is the Combined competitive exam the sole recruitment task that the APPSC is concerned with? What about others? Are the post of Jt. Bdo, Economics investigator, Teachers, Extension officer, AAO, RFO, Assistant Professor, AE and JE less important? Notifications for most of these posts were issued more than a year ago. Is the commission building a cache of jobs inaccessible to the unemployed? Why does the commission take years to conduct exams?
I wonder if there is any sense of responsibility or urgency amongst the official of the commission since there has been a plethora of letters requesting the commission to conduct recruitment test as well as declare pending result. With such hijacking of employment opportunities by the commission, is it the fault of the unemployed youth that they don’t miss any chance for seeking re-conduct of APPSCCE Preliminary exam time and again for which the commission is solely responsible. The commission should perform their basic task of recruiting people more diligently and also expedite the process of recruitment.
