I’m writing to bring the attention of the government to the critical need for reinstating the district-based recruitment in APSSB examinations.
Our state, despite its low population, continues to grapple with unemployment, regional disparities, unequal access to opportunities, inefficient government service, and inadequate human resource.
It is imperative that we revisit and re-implement the district-based recruitment system in APSSB examinations for Groups C and D posts. This system will address the issues of unemployment, migration and effective governance.
The education level of many districts is below average, so district-based recruitment will promote inclusive growth, and the same can be reflected in the reservation given to ST, SC, OBC and EWS for central government recruitment. This would promote inclusive growth in government jobs, even as the District-based Entrepreneurship Act is already in place to promote the entrepreneurship sector for the natives of every district. So, taking cognisance of the education and literacy level of many districts, the district-based recruitment system should continue in the APSSB.
Secondly, many aspirants from interior villages of the districts come to the capital with families for employment, but district-based recruitment system will relax the intra-state migration, as many will be back to their native places with families and relatives. This will indirectly promote self-employment and agricultural activities in their own places.
Thirdly, when people from outside the district are recruited, with an increasing inflation rate of goods and services, accommodation problem is intense, and availability of government quarters is another issue. Due to such conditions many government employees don’t attend their duties most of the time. In such a scenario, we can never have effective governance with few staffers in government offices.
Therefore, I request our government and the authority concerned to re-implement the district-based recruitment system to promote equity, equality, inclusive growth and effective governance.
