Back in the day, in all departments in our state, government jobs were given to various individuals based on lineage and connections without any due consideration of the recruitment rules. The appointments were made in various cadres without any recruitment examinations, either on a regular basis, or the appointments were later regularised after being appointed on officiating or temporary basis. It is hard to fathom on what basis the appointments were made.
The system back in the day was very haphazard with regard to appointment in government jobs, to say the least. This is the main reason why the government departments are lagging behind, as the appointments made were not fair in any sense. With the appointment of incompetent individuals, what can be expected?
What is the solution to this? I would like to ask the authority, What is the use of formulating recruitment rules if they are not adhered to? In many cases, the illegal appointees have already retired and are enjoying pension benefits, which is a slap on the face of the state exchequer. And the remaining ones are wielding so much power in their respective offices after getting promoted to higher posts, as if they were truly deserving of the post. In reality, most of them do not have even a basic knowledge of official work and are acting as kings in their offices and are doing minimal work. The official works are being hampered due to their inefficiency and they are the ones mostly engaged in harassment of sincere and genuine employees, owing to their wit and cunning. There is a saying in hindi, ‘Banne raho pagla, kaam karega agla’, which is going on in most of the government offices, and guess who are the ones?
For instance, a contingency employee in a certain department has acquired three promotions within a span of 20 years. How is this even possible? Also, the authenticity of the graduation certificate acquired for promotion to the higher level is questionable in many cases.
What is the solution to all this? Why are these employees allowed to continue in the jobs? Why are only the new illegal appointments being investigated and the bygone ones being spared? The system had been rampant back in the days. However, silver lining has been seen with the introduction of the APSSB. The future seems to be good as the recruitment of all Group C employees are being carried out in a fair manner.
