Trg on EPC contract mode underway

ITANAGAR, Sep 19: More than 150 officials from the state PWD (highway), the BRO and the NHIDCL are participating in a three-day training programme on ‘Engineering procurement and construction (EPC) mode of contracts’, which began at the state banquet hall here on Wednesday.
The programme is being conducted by the Indian Academy of Highway Engineers (IAHE) in collaboration with the MoRTH regional office and the PWD’s highway zone.
On the inaugural day, IAHE Director D Sarangi presented a brief on model contract documents, along with schedules and articles of EPC contracts for highways, in the presence of PWD Commissioner Belatee Pertin.
On Thursday, former MoRTH director VL Patankar spoke on preparation of bid documents, including the schedules of EPC contract agreement.
The programme is aimed at facilitating the participating officials in adopting the EPC mode.
“It will minimize, if not eliminate, the time and cost overruns characteristic of the extant item rate contracts. Further, this will enable a faster rollout of projects with least costs and greater efficiency while minimizing the potential for unguided discretion that is synonymous with corruption,” the PWD highway zone stated in a release.
It said the PWD is also contemplating adopting the EPC mode of contract to ensure faster completion of projects “in an economic and competitive manner” to avoid corruption in the department.
