Adhere to the existing NCTE Guideline and Recruitment Rule

It has been learnt through some reliable sources that Govt. has already short listed names of 21 TGT and 80 PRT which mean 1 TGT and 4 PRT approximately each from 21 Dist. of Arunachal Pradesh. If it is true then it’s a complete Violation of Current NCTE norms of RTE Act 2010 and Arunachal Pradesh Teacher Recruitment Rules 2013. Yet, it is also imperative to mention here that I am not intended to put a halt to the fates of those 101 SSA Teachers rather our point here is, why Govt. of Arunachal Pradesh doesn’t come up with a clear cut mechanism to end the long pending demands of those hard working SSA Teacher of the State? And if the Govt. is incapable of enacting any criterion in this regard then why Govt. doesn’t simply complied with the above mentioned guideline? Is this a cabinet decision, to absorb 101 Teachers out of more then 6000 after every four years? if so, then it’s obvious that it will take not less then 100 years to absorb all SSA Teacher of the State.
As per the Recruitment Rules of Teacher 2013 laid by the Govt. of Arunachal Pradesh and NCTE Norm state that anyone who is willing to serve as a primary teacher should posses the minimum requisite qualification i.e what is popularly known as Teacher Eligibility Test (TET). It is an Indian Entrance Examination For Teacher. It is conducted in order to fulfill and achieve the goals of the right of children to free and compulsory education Act (RTE).
So, in accordance with the provision of Sub- Section (1) of Section 23 of the RTE Act, the National Council for Teacher Education had vide notification dated 23rdAug.2010 and 29th July 2011 laid down the minimum qualifications for a person to be Eligible for appointment as a Teacher in Class 1 to 8 , wherein it is clearly state that the so called TET is mandatory for getting a job in Govt. Schools. The primary motive behind this norm is to achieve quality education through quality teacher. In short, it is the minimum qualification for a person to be eligible as a teacher at Elementary Level.
Now it is believed that our HCM too, keeping all these in view, on 21st of June 2017 committed to regularize those SSA Teacher who possessed TET certificates and which was highly appreciated by apex student body of the state (AAPSU) as well as Elite societies from different walks of life.
However, it is really disgusting to see that despite of having a firmly laid down guidelines, Education Department of Arunachal Pradesh is indulging in an inexplicable procedures in the process of regularization of SSA Teacher by keeping aside all laid down criteria. Now it seems that a concerned department is trying every possible efforts to pave the way for corruption to thrust in.
Hence, I being a TET qualifier, appeal, Department of Education Govt. of Arunachal Pradesh to strictly adhere to the existing NCTE Guideline and Arunachal Pradesh Teacher Recruitment Rule 2013 in the Process of regularization of SSA Teacher of the State. Any attempt to deviate from the above mentioned Rules, will not be tolerated and shall compel us to knock the door of the Court .
