ITANAGAR, Sep 15: The members of All Papum Pare District Student’s Union (APPDSU) lead by its president Nabam Tado on Friday called on Educa-tion Minister Honchun Ngandam and submitted 3 point memorandum seeking urgent attention of the minister. The APPDSU has sought immediate cancellation/invalidation of Order No.N-208/80 Vol-I, Dated-22ND September 2014 for the Creation of DDSE, Capital Complex, cancellation of Recent Appointment Order of RMSA Vocational Teachers and lastly that all National Flagship Schemes/programmes should be held under Deputy Commissioner, Yupia.
Justifying their demand Union said, “Though there is separate Deputy Commissioner, DDSE and DPC for Capital Complex, the MHRD has not approved separate plan for the Capital Complex for the implementation of National Flagship schemes like RMSA, SSA, Mid-Day-Meal etc because there is absence of Gazette Notification from the Govt. of Arunachal Pradesh for the creation of Capital Complex as separate administrative jurisdiction. Therefore creation of the DDSE, Capital Complex in the Department of Education Govt. of Arunachal Pradesh serves no public interest rather State Exchequer is being wasted for the salary and office maintenances of DDSE, Capital Complex, Itanagar. Instead Department of Education and Government of Arunachal Pradesh should post these officers, staffs and teachers to newly created districts where there is acute scarcity of officers, staffs and teachers.”
Further education department has deliberately posted teachers as DPC, RMSA and Co-ordinators, RMSA in the office of DDSE, Capital Complex, Itanagar whereas the government created posts for the establishment of office of DDSE, Capital Complex with post of UDC, LDC, Peon and Driver only, alleged APPDSU.
“State govt has illegally posted seniors teachers in the office of the DDSE, Capital Complex, Itanagar when there is acute scarcity of teachers in the remote schools of the state. Also unemployed youths of Papum Pare district are getting deprived because job opportunities under SSA and RMSA meant for the district is being divided between Capital Complex and Papum Pare. The officials of education department from Commissioner to the rank of co-ordinators are well aware that fund and posts sanctioned for Papum Pare district cannot be divided in the name of Capital Complex but they have deliberately with malafide intention did not reveal the truth to the State Government for their personal interest to do corruption through under-table transactions and misused the fund meant for the educational development of Papum Pare district,” added APPDSU.
The union alleged that Deputy Commissioner Capital Complex in utter violation of the Central Guidelines had issued advertisement for appointment of Vocational teachers under RMSA which is a National Flagship scheme. “Despite our complaint for immediate stoppage of the interview process, the interview was held and the appointments were made. However, our complaint is still pending before the Secretary and commissioner for final disposal. We seek immediate cancellation of the appointment of all Vocational Teachers under RMSA to avoid further complicacy and confusion,” the APPDSU stated.
