Forum lodges complaint against TRIHMS Director

ITANAGAR, Sep 30: A complaint has been lodged with the officer-in-charge Special Investigation Cell against Director of Tomo Riba Institute of Health and Medical Sciences (TRIHMS), Dr Moji Jini by the Arunachal Vigilance Forum (AVF) on Wednesday last, for allegedly diluting the norms and guidelines to get promotion in the Health Department.
The AVF in its letter claimed that Dr Jini had mysteriously cleared the vigilance hurdles to occupy the top post in the Health department. This, it said, was unprecedented.
The state Principal Secretary (Vigilance) had through order PSH-6/2012-13/97 dated April 2, 2013 (Annexure-A) framed a procedure to curb the practice of encroachment and demolition of public property. It was decided that in order to get promotion and settle retirement dues,
a government officer must get a Vigilance clearance from the Deputy Commissioner concerned stating that he or she has not encroached upon or demolished government or public property.
Vigilance clearance in the form of NOC by a competent authority was not obtained in the case of Dr Jini, but he was promoted as Director of Health Services from Director of Medical Education and again as Director TRIHMS, the forum alleged and termed it as blatant violation of the laid down government norms.
The forum added that the office of the state Under Secretary (Vigilance) which is not the competent authority to give clearance certificate – had issued one to Dr Jini. But a case(No. CEO/DAD/Jud- 280/2011) was registered against the director on April 3, 2013.
Later, the clearance was cancelled after the Chief Estate Officer vide letter dated July 30, 2015 (Annexure-F) informed the then Deputy Commissioner that Dr. Jini had encroached upon government land.
This particular land encroachment case is still pending before the court of Chief Estate Officer for trial. ‘As such, there is no question of issuing NOC in favour of Dr. Jini. His promotion accordingly is illegal and devoid of merits,’ the AVF said.
Also claiming that Dr Jini owns disproportionate assets worth Rs 10-crore in and around Naharlagun, the AVF alleged the director of demolishing his government quarter and constructing a building in D-Sector.
The Forum has also lodged an FIR at the Naharlagun Police Station seeking investigation into the matter. Accusing the director of encroaching upon government land and partially dismantling his government-allotted quarter in D-Sector, Naharlagun, the forum in its FIR said that Dr Jini’s actions are punishable under Prevention of Damage to Public Property Act, 1884.
Meanwhile, Dr Jini has termed all these allegations as baseless and claimed that there were no official complaints against him for committing any irregularity.
‘Regarding the FIR which was lodged against me at the Naharlagun Police Station, I have already explained the matter to the police,’ he added.
