CS urges depts to submit suitable proposals

ITANAGAR, Jul 16: Chief Secretary Satya Gopal on Monday urged the departments concerned to submit “suitable proposals of eligible activities” to the NABARD for development and construction of critical rural infrastructure.
Addressing a meeting of the State Level Screening Committee on Rural Infrastructure Development Fund (RIDF) here on Monday, Gopal advised the chief engineers to prepare financially feasible DPRs.
While he acknowledged the importance of all the projects which were presented by the departments during the meeting, the CS said it was not possible to entertain all the projects, considering the financial involvement and constraints.
He therefore advised the departments to “prioritize the projects and submit accordingly.” He also asked them to explore projects which have potential for inclusive and sustainable growth.
The CS reviewed all the ongoing and new projects under the RIDF Tranche-XIX (2013-14) and RIDF Tranche XXIII (2017-18). These include projects executed by the PWD (western zone), PWD (central zone-A), PWD (central zone-B), PWD (eastern zone), PHED (western zone), PHED (eastern zone), and RWD (western zone).
Gopal also took note of the physical and financial progress under the RIDF with respect to rural road projects, rural bridge projects, improvement of water supply, new water supply, improvement of school infrastructure, flood protection, etc.
Stressing on building quality assets, he asked the NABARD and the planning department to strictly monitor the quality. It was also decided that the deputy commissioners should monitor all the ongoing projects and submit reports accordingly.
In addition, the CS asked the executing agencies to keep record of the site order book and the material quality control register, and ensure that there are no discrepancies in implementation of the projects.
The CS also emphasized on proper and timely submission of utilization certificates and project completion reports by the executing departments.
NABARD Consultancy Services presented their observations through a PowerPoint presentation on the projects monitored by them under the Border Area Development Projects and SPA.
PWD Commissioner Bilatee Pertin, Finance Commissioner Kaling Tayeng, PHED Commissioner Marnya Ete, Planning Special Secretary Himanshu Gupta, secretaries, chief engineers, and NABARD General Manager Dr G Mani were also present at the meeting. (PRO)
