What happened to the PwD quotas?

Dear Editor,
I would like to ask the Arunachal Pradesh Public Service Commission (APPSC) some questions on behalf of all the persons with disabilities (PwD) candidates: Why were our handicapped category quota given to the general APST category?
The policies and guidelines of the union personnel department for the welfare of the PwD category provides for equal opportunities, protection of rights and full participation of PwDs through the Persons with Disabilities Act, 1995. Hence, the reservation for the handicapped quota should be carried forward upto three subsequent recruitment years; thereafter it shall lapse.
But the recruitment agent (APPSC) made a lapse with two subsequent recruitment years instead of carrying forward the vacant posts meant solely for us.
The proof has been provided in Advertisement No PSC-R(B)/07/2017, dated 4 July, 2017. The department-wise posts for the handicapped quota and the number of recruitment years are given below:
The APPWD’s one post for the handicapped quota and the number of recruitment examinations, including the present recruitment, was in place for the second time only.
The one post in the PHE&WS department for the handicapped quota and the number of recruitment examinations, including the present recruitment, was in place for the third time.
The RWD’s one post for the handicapped quota and the number of recruitment examination, including the present recruitment, was in place for the first time.
The WRD’s two posts for the handicapped quota and the number of recruitment examinations, including the present recruitment, was in place for the second time.
While only the RWD post has the post for carrying forward, the remaining departments gave away the posts to the general APST category. Why?
