Stipends and Bank account

Dear Editor,
I would like to draw the attention of the Secretary Education regarding stipends to the students hailing from rural areas.
As per Govt. guidelines, it is mandatory to have bank accounts to avail stipends through DBT mode but yet 90 percent students from rural areas don’t have bank accounts.
Last year some SBI officials were engaging themselves to enroll students who had no bank account but we came to know that accounts were not opened depriving students from getting stipends.
The same SBI team from Longding arrived for enrollment of students having no accounts.
I would like to appeal Secretary Education and Deputy Commissioner, Longding to ensure that it is not another eye wash as rural students do not have bank accounts.
