ITANAGAR, Jul 17: The All Arunachal Contractors’ Welfare Association (AACWA) alleged serious violation of CPWD manual, CVC and General Financial Rules (GFR) of the government while selecting the lowest bidder (contractor) for the Pradhan Mantri Gram Sadak Yojana (PMGSY) implementation by tender evaluation committee under the Arunachal Rural Road Development Agency (ARRDA).
In a complaint letter to RWD Minister Honchun Ngandam, the association said, “we are receiving numerous complaints from many participating bidders in the tender process who were not awarded tender works even after they quoted the lowest one (L1).”
The association also alleged red-tapism during tender system for finalization of contractor for awarding tender work.
The association appealed to the minister to take necessary steps for free and fair selection of lower bidder without favouritism.
