Namsai DA imposes weeklong lockdown for contact tracing, testing

ITANAGAR, Jul 14: The Namsai district administration has imposed a partial lockdown in the entire district from 10 pm of 15 July to 5 am of 23 July after the administration was notified that a person who had visited Mahadevpur town tested positive for Covid-19.
The DA said that, while the district has recorded fewer number of Covid-19 positive cases, it is necessary to restrict movement till the results of the Covid-19 tests are received and contact tracing and testing are completed, in order to prevent further spread of the disease.
As per the order issued on Tuesday, there will be no movement of people or vehicles within the district, except for medical emergencies, during the lockdown.
All commercial and private establishments shall remain closed, except health facilities, diagnostic labs and pharmacies, telecommunication, and internet services.
The DA has also barred all forms of functions and gathering.
“No religious congregations will be permitted, without any exception,” the order read.
Hospitality services will remain suspended, except for establishments and hotels used or earmarked for supply of food to quarantine facilities.
Government offices will remain closed, except the DC office, the planning, the food & civil supplies, and the medical departments, veterinary clinics/hospitals, the electrical and the water supply departments, security forces, municipal, fire, civil defence and emergency services, sanitation services, and the disaster management department.
Officials and others engaged in emergency works, including under centrally-sponsored schemes, will be permitted to work with prior approval of the competent authority.
However, exception has been made for all agricultural activities, including for tea gardens, and they will be permitted to operate while ensuring social distancing.
Vehicles carrying tea leaves outside the district are also allowed to move, subject to thermal screening at the Dirak gate and certification to this effect by the health department.
Home delivery of all essential food items and LPG cylinders is allowed between 10 am and 4 pm only. Petrol depots and milkmen and suppliers are allowed to operate.
In case of funerals, congregation of not more than 20 persons will be permitted.
Vehicles carrying goods and moving to other districts via Namsai will be allowed on the condition that the vehicles do not stop at any place in Namsai district.
Vehicles carrying essential and non-essential goods will be allowed into Namsai district, subject to thermal screening and certification at the Dirak gate.
“Any person violating these lockdown measures will be liable to be prosecuted as per the provisions of Section 51 to 60 of the DM Act, 2005, besides legal action under Section 188 of the IPC,” the order read.
