Govt advisory on self appointed OSDs and advisors

ITANAGAR, 14 May: The Arunachal Pradesh government has issued a strong advisory against individuals-both within the government and from the private sector-who falsely claim to be Advisors or Officers on Special Duty (OSDs) to ministers, advisors, or MLAs, asserting that only those formally appointed by the state government hold such designations.

In an order issued by the department of cabinet affairs, the government stated that multiple cases have come to

light where individuals misrepresented themselves as official representatives of elected officials. The directive, approved by the state Cabinet in its meeting on 13 May, reminded that such appointments are governed by the “Guidelines for Appointment of Principal Advisor, Advisor, OSD etc.” issued in June 2024.

According to the guidelines, each minister is entitled to only one OSD, selected either from among serving or retired government employees or from outside the department. The government also clarified that no individual, apart from those formally listed in the order, has been appointed as a PRO or as an OSD to any minister, advisor or MLA.

The officially appointed Advisor is Capt. Anupam Tangu, who serves in the office of the Deputy Chief Minister. Among those designated as OSDs are Anupam Yadav and Ngawang Sempa for the Chief Minister, Chow Tsang Tsing Mein for the Deputy Chief Minister, Saranga Jyoti Goswami for the agriculture and horticulture department, and adv. Takiyang Pabin for the RD & PR and transport portfolio.

Other recognised OSDs include Biluso Tulang (women & child development and cultural affairs), Bika Wahge (health & family welfare, WRD), Biki Maad (urban affairs, land management and civil aviation), Pema Norbu Thongchi (education, rural works, parliamentary affairs, tourism and libraries), Tumge Ado (law, social justice, empowerment & tribal affairs, sports & youth affairs), Riakji Duchok (commerce & industries, skill development, textiles, IPR, and related sectors), and Dr. Radhe Natung (home, inter-state border affairs, PHE&WS, and DoLA).

Additional press relation officers named in the list include Raju Mimi and Rup Jyoti Patir in the Chief Minister’s Office and Nepha Wangsa in the Deputy Chief Minister’s Office. Chow Kurutan Mansai has been appointed as Media Assistant to the Deputy CM, while Prem Mikhu is the designated videographer in the Chief Minister’s Office.

The order urged all government servants to maintain official decorum and strictly adhere to instructions issued by the department of administrative reforms while interacting with members of parliament and state legislatures.

The government said the advisory was issued in the interest of transparency and to prevent misuse of government designations.
