In Itanagar, a serious issue is rising within the education system-private coaching centres and institutes illegally running regular school-like classes in open tie-ups with CBSE-affiliated schools. These centres are openly conducting full-time academic sessions, violating multiple norms under the CBSE Affiliation Bye-laws, the Right to Education (RTE) Act, and the Arunachal Pradesh Education Act.
A System Running Outside the System
Across the capital region, many coaching institutes have turned into “shadow schools,” taking full academic control of students enrolled in various CBSE-affiliated schools. These centres run:
- Regular morning-to-evening classes
- Attendance systems
- Test series mimicking official school exams
- Compulsory classroom schedules
All of this is done without required approvals, creating a parallel, illegal schooling network.
Complaints Filed-but No Action
Despite numerous complaints submitted to the DDSE Capital Complex, Education Department, Itanagar, Commissioner of Education, and even the Minister of Education, very little action has been taken. Education activist, parents, teachers, pressure group and concerned citizens have repeatedly raised alarms about:
- Unregulated fee structures
- Safety concerns for minors
- Academic pressure beyond legal limits
- Violation of child protection norms
Yet the authorities remain silent, turning the issue into a question of accountability.
Where Is the State Child Protection Mechanism?
Under the Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR), it is mandatory to ensure:
- Safe learning environments
- No exploitation of minors
- No coercion or illegal academic practices,
But in this situation, child protection rules are being blatantly violated. Students are being forced into long hours of coaching disguised as schooling, without proper monitoring or welfare checks.
Clear Violations of Education Laws
These illegal tie-ups break several laws and guidelines:
- CBSE Norms
- a) Schools cannot outsource regular academic teaching to private institutes.
- b) Students must attend classes on the official school campus only.
- RTE Act & State Education Act
- a) Unrecognized institutions cannot run regular classes.
- b) No child should be subjected to unregulated academic pressure.
- Child Protection Laws
- a) Long study hours, unsafe premises, and mental pressure violate child rights.
- b) A Call for Immediate Action
The situation raises serious questions:
- Why are illegal coaching centres allowed to operate freely?
- Why haven’t inspections been conducted despite multiple complaints?
- Where is the enforcement of CBSE and State Education rules?
- Why is the child protection mechanism not activated?
Parents and students deserve transparency, safety, and lawful educational systems-not secret tie-ups and unregulated institutions.
Conclusion
Education in Itanagar must not be allowed to drift into a grey zone where illegal coaching centres operate like schools, unchecked by the very authorities meant to safeguard students. It is time for the DDSE Capital Complex, Education Department, Commissioner’s Office, and the Minister of Education to take strict action and restore legality, fairness, and child protection into the city’s learning ecosystem.
