ITANAGAR, 17 Nov: The Arunachal Pradesh Paralympics Association (APPA) has in a representation addressed to the state secretary administrative reforms on Wednesday sought concession in marks for persons with disabilities (PWD) in every exam conducted by the Arunachal Pradesh Public Service Commission (APPSC) and Arunachal Pradesh Staff Selection Board (APSSB).
The APPA stated that both center and state governments provide for PwDs for government jobs under the provision of Person with Disabilities (equal opportunities protection of tight and full participation) Act 1995, 2016.
“Under this policy, four percent (recent amendment) of all vacancies in government jobs in group A and B (gazette and non-gazette) conducted by the APPSC and group C and D conducted by the APSSB that are to be filled through direct recruitment are reserved for PwDs. The ministry of social justice identifies the posts suitable for PwD candidates for which reservation policy may be implemented. Most of the time, posts reserved for PwD candidates are kept vacant and the reserved seats are treated as back-log to be carried forward to the next recruiting year due to non availability of PwD candidates. But in reality, there are so many unemployed PwD candidates who are appearing for the exam but cannot qualify the exam as they had to compete with the normal candidates,” the APPA added.
It urged the government to provide concessions to the PwD candidates in respect of qualifying marks, which must be less than qualifying marks of normal APST candidates and general candidates who are appearing in the competitive exam. It also appealed to the state government to ensure that the roster system is properly maintained by every department.
