The passage of the Arunachal Pradesh Transfer and Posting of Employees of Education Department (Regulation and Management) Bill, 2026 in the budget session of the Assembly is more than a routine legislative exercise. It is a long overdue attempt to address one of the most persistent problems in the state’s education sector. Education Minister Pasang Dorjee Sona rightly pointed out that the bill aims to ensure equitable distribution of teachers and minimize legal disputes over transfer orders. This legislation, shaped after consultations across districts, is designed to restore order in education system. The minister himself also acknowledged deficiencies in infrastructure including school buildings and teachers’ quarters.

Shortage of teachers even in upgraded schools also affect teaching-learning system. Subject teachers should be deployed strategically, ensuring that upgraded schools do not face shortage of teachers and local stakeholders should be empowered to monitor school functioning in order to bridge the gap between policy and practice. Infrastructure including teacher quarters and digital facilities must be prioritized in every school to make rural postings viable. Teachers cannot be expected to serve effectively in areas where basic facilities are absent.

If implemented with sincerity, this reformative Act will ensure equitable distribution of teachers across the state without hindrance.
