FIR lodged with SIC, investigation sought into alleged irregularities

ITANAGAR, Feb 5: One Charu Giania has lodged an FIR with the superintendent of police, SIC (vigilance), seeking investigation into alleged irregularities in awarding of contract works under the SPA scheme during 2011-12 by the Deomali Electrical division in Tirap district.
Giania, who lodged the FIR on 1 February, alleged that the contract work was awarded to Khonsa-based firm, M/s RB Agarwal, without following the SPA guidelines.
‘The firm has been awarded two contracts by the Deomali Electrical division under the SPA, which include restoration of the 11 kv feeder from Khonsa to Tirathju, and LT line of en-route villages i/c other electrical installation under Borduria-Bogapani, besides shifting of the existing 11 kv line from Borduria village to Laho Kocha (passing through BRTF road alignment) i/c upgradation of existing transformer and extension of LT line i/c street lighting in different electrified villages under Borduria-Bogapani,’ the complainant stated in the FIR.
He alleged that the then executive engineer (electrical) released a payment of Rs 1,22,03,309 to the contractor within a week of awarding the work, without the work having been completed.
He further claimed that, despite two separate FIRs, along with relevant evidence, already having been submitted by separate complainants to the Khonsa PS OC and the Tirap SP, the cases have not been registered till date.
