ITANAGAR, Apr 11: The All Papum Pare District Students Union (APPDSU) has strongly opposed any move by state government and ministry of human resource development (MHRD) to approve separate annual plan for DDSE Capital Complex before the creation of capital district.
In a representation to Secretary, Department of School Education & Literacy, MHRD, the APPDSU alleged that some officials of education department are misguiding the ministry for their personal benefit.
“In the month of January this year, the then secretary education Bidol Tayeng issued an order approving separation of centrally sponsored schemes such as SSA, RMSA, MDM etc from DDSE Yupia to Capital Complex. However this was rejected by MHRD as there is no gazette notification declaring capital as separate district. The then secretary was forced to issue second order superseding earlier one,” claimed APPDSU.
The move clearly shows that the education department misguided ministry by not mentioning the fact that Capital Complex, Itanagar does not enjoy the status of district in Arunachal Pradesh though it has a separate administration, the Union wrote in its letter to ministry.
“There is no district notification of Government of Arunachal Pradesh for the creation of Capital Complex, Itanagar district because Capital Complex falls under Papum Pare district. Therefore, it will be not appropriate to approve Separate Annual Work Plan & Budget of Capital Complex, Itanagar considering it as a district,” it added. Further APPDSU has appealed to the MHRD not to grant approval for separate annual budget plan for capital complex.
