Make APTET, CTET mandatory for teachers recruitment

While exercising power conferred under sub section (1) of section 23 of the RTE act 2009(35 of 2009) and notification NO. S8750(E),dated 31st march 2010, issued by Department of Education and Literacy, under MHRD, the NCTE(National council for teacher education) have elaborately and precisely laid down the minimum qualification required to be teacher for class 1-8 through its gazette notification dated 23rd Aug. 2010.
As per the gazette notification, to be teacher for class 1-8, apart from required degree certificate, the TET (Teacher Eligibility Test) pass has been made mandatory and it has to be conducted by appropriate authority of the state government at least once in a year.
In adherence to the NCTE regulation, the Department of Elementary education GoAP has been conducting APTET (Arunachal Pradesh teacher eligibility test) as means of recruiting best possible candidates for the teachers.
However, advertisements for the 540 post 0f TGTs and 127 post of PGTs teachers by APSC dated 7th June 2018 vide adv. No.PSC-R(B)/03/2018 does not include TET pass as mandatory as to be applicable for the candidature, thereby it has overruled the gazette notification of NCTE which is unfortunate and disheartening.
It has eventually reduced APTET qualified and unqualified one as equals since both with or without APTET has been made applicable for the post of PGTs and TGTs and hence deliberately undermining the credibility of those who have passed APTET with their hard work & perseverance.
Therefore, I would like to request the commission to include APTET pass as mandatory in pursuance of NCTE notification to be eligible for candidature for the post of TGTs and PGTs so as to ensure smooth and effective conduct of the recruitment instead of being forced to cancel after the process begins like the APPSCCE prelims.
I hope the commission will ponder upon this and will act promptly to eliminate future obstacle.

Dear Editor,
The educational qualifications asked for the recruitment of TGTs in recent advertisement is totally against the NCTE norms. As per the rule APTET/CTET is mandatory for recruitment of TGTs. But in the recent advertisement for recruitment of teachers, APTET/CTET has not been listed as one of the educational qualification for TGTs. Whereas for the recruitment of TGTs in SSA, APTET/CTET is mandatory. My question is why APTET/CTET have not been made mandatory for recruitment ?
If there is no requirement of APTET/CTET in the recruitment of TGTs then there is no meaning of conducting APTET/CTET examination.
This means, people preparing for APTET/CTET are wasting their time.
Therefore, I request the concern authority to make APTET/CTET mandatory for recruitment of TGTs.
