YUPIA, Nov 15: The central government keeps a financial provision of Rs 4 lakhs for every district to conduct surveys on bonded and migrant labourers and their welfare, and on child trafficking cases in the districts.
This was informed by NHRC thematic special rapporteur Ashok Sahu during an interaction with Papum Pare DC Dr Joram Beda, SP Tumme Amo and other officers here on Thursday.
Sahu, who is on five-day visit to the state, enumerated the basic minimum welfare activities that need to be provided to migrant workers in different sectors. The minimum welfare schemes include minimum wages, accommodation, health, subsidized food, social securities schemes, and education to their children.
He also highlighted the government’s rehabilitation schemes for bonded labourers and workers.
Earlier, Dr Beda presented a brief on the present status of bonded labourers and migrant labourers in the state. He said several welfare activities have been taken up by the government to rehabilitate the bonded labourers. He also informed that the system of bonded labour does not exist in the state anymore.
The SP spoke on the present status of child labour, migrant labour and labour trafficking cases in the district, and said the people are being educated on the labour laws and the POCSO Act through various awareness programmes.
Labour Register Officer Koj Kano gave a presentation on the present status of labourers in the district and the role of the Arunachal Pradesh Building and Other Construction Workers Welfare Board.
There are 3000 registered workers under the board in Papum Pare, and around 1800 workers have been provided with benefits under statutory and non-statutory schemes, he said.
Several government officers and the president of the district workers’ union was also present at the meeting. (DIPRO)
