ITANAGAR, Jan 28: Education Minister Taba Tedir said that the functioning of the Arunachal Pradesh State Council for Higher Education (APSHEC) is not only confined to the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) projects alone but has a major role to play for the growth and development of the state’s higher education sector.
Tedir, who is also the chairman of the APSHEC, said this during the 6th meeting of the APSHEC here on Tuesday.
The minister said that the executing agencies and colleges should play a proactive role to ensure timely completion of and procedural compliance with the projects’ formalities for onward submission to the RUSA authority in New Delhi.
“A master-plan for every institute should be prepared, keeping in view future expansions, and the blueprints should be readily available, so that planned development is taken up in a phased manner,” Tedir said.
Applauding the progress made by the department, and also commending the efforts of the RUSA directorate, the minister requested all the members to “contribute their intellectual inputs to improve the functioning of the council, so that the council may give best advice to the state government to improve the state’s higher education sector to meet the challenges of the present and future times.”
Education Secretary Niharika Rai asked the school principals and the work executing agencies to be proactive in implementing approved projects under the RUSA.
“Timely submission of utilization certificates and audited accounts is a primary requirement for efficient functioning of the RUSA and for receiving future financial grants in time from the RUSA authority,” she said.
She advised the principals that proper land allotment order/certificate must be obtained in respect of all the educational institutions to avoid issues of land encroachment.
Higher & Technical Education Director Dr Tayek Talom informed that all the RUSA projects being implemented in the state are constantly monitored by the RUSA SPD and the institutional project monitoring unit to ensure quality and timely completion of the projects.
Earlier, RUSA DSPD Minto Ete presented the progress report on various ongoing RUSA projects in the state.
“The RUSA has made timely intervention and proved a boon for strengthening the infrastructural needs of the higher educational institutions of the state,” Ete said.
