ITANAGAR, 16 Sep: A four-day state process lab (SPL) training programme under the Adi Karmayogi Abhiyan was launched at the state banquet hall here on Tuesday by the Social Justice, Empowerment & Tribal Affairs (SJETA) Department with the aim of strengthening grassroots leadership and improving service delivery in the tribal areas.
The Aadi Karmayogi Abhiyan is a flagship initiative of the Ministry of Tribal Affairs, Government of India. Its objective is to create a cadre of about 2 million change leaders – drawn from tribal communities and allied stakeholders – across over 1 lakh tribal villages in more than 550 districts.
These change leaders are expected to promote citizen-centric governance, speed up last mile delivery of essential services, strengthen grievance redressal, and foster participatory planning.
Addressing the participants, Principal Secretary Kaling Tayeng requested the master trainers of the districts to take the training seriously and impart their knowledge in the district and the block levels when they go back to their posted areas.
Tayeng further stated that many tribal villages in Arunachal are remote, with limited infrastructure. “The effectiveness of the abhiyan will depend on how well the training reaches these areas,” he said, and requested the master trainers to ensure reaching remote villages.
Earlier, SJETA Secretary Abu Tayeng said that the Adi Karmayogi Abhiyan is a transformative initiative aimed at tribal empowerment and governance – a movement that places the tribal community at the heart of decision-making, development and leadership.
The programme seeks to empower tribal change-makers across numerous villages and districts through capacity building workshops and establishment of adi seva kendra.
The training in Itanagar is part of the state-level rollout of the abhiyan, aimed at orienting master trainers, government officials, tribal affairs functionaries, youth volunteers, and local leaders.
Through a cascading training model, these master trainers will further train district-, block-, and village-level change leaders who will directly engage with tribal communities in their respective areas, the SJEA secretary added.
He informed that five districts – Tirap, Longding, Namsai, East Siang and Kra Daadi – have been selected in the first phase of development projects.
Union Tribal Affairs Ministry’s MoTA Director Arvin Kumar also interacted with the participants through videoconference, giving detailed insights into the programme and the Adi Karamyogi Abhiyan scheme.
The programme was attended by participants/master trainers from the districts, among others.
