ITANAGAR, Oct 17: The state government has collected an amount of Rs 1495.737 crores from power developers so far. However, the details of money utilized is not available with the concerned department as the total amount of upfront money was deposited in the estate exchequer, the Assembly was informed on Tuesday.
Responding to a starred queries raised by Tapang Taloh, the government informed that of the total upfront money Rs 1337.49 cores is non refundable, Rs 144.48 crores is adjustable to free power and Rs 13.76 crores is interest from banks.
The state government signed total 171 MoUs/MOAs for hydro projects in the state. However, the government has cancelled a total of 30 projects, including 15 allotted projects which were dropped after basin study. Now there are only 141 projects with 45772.70 MW power capacity.
Thirty hydro projects have been signed in Siang basin and an amount of Rs 184.59 was collected as upfront money for projects proposed in Siang basin and its tributaries. In addition to MoU singed for survey and investigation for the proposed 3750 MW Siang Upper Stage-II project, NITI Aayog also proposed Siang Multipurpose Storage Project (10,000 MW). However, NITI Ayog was informed regarding stiff opposition of public and requested them to visit project site for consultation with the public, the Assembly was informed.
PMGSY works: Implementation of the works under PMGSY in the state is progressing well except some hindrances occurred due to rainfall during last six-seven months, RWD Minister Kumar Waii informed the house.
Responding to the question raised by Tanga Byaling, Waii informed that till date, an amount of Rs 2771.516 crore has been released against the road works and total amount of Rs 2769.416 crore has been released. He further informed that transparency is maintained in payment of contractors and there is no pick and choose system.
De-reservation of Deomali township: Informing that process of de-reservation is time taking process, Deputy Chief Minister Chowna Mein informed that diversion process has already started for Deomali township under Namsang Village reserve in Tirap district. Responding to a question of Wanglin Lowangdong, the DCM further said that a proposal for diversion of 730.80 hectares of forest land for establishment of Deomali township was received from the Tirap DC. After scrutiny, it was forwarded to the divisional forest Officer, Deomali for site inspection and detailed report. The DC was also asked to submit the breakup of land required along with map for establishment of Deomali township.
Dari to Chambang road: Responding to a question of Takam Pario, Deputy Chief Minister Chowna Mein assured the house to take stock of the present status of the Dati to Chambang road under RIDF-XI. When Pario maintained that the road is not completed yet even after it was sanctioned nine years back, Mein said he would seek details from the Chief Engineer for necessary action.
Composite project: The state government adopted the system of composite project to speed up the implementation of project in the state, Deputy Chief Minister Chowna Mein informed the house. Responding to a question of Tanga Byaling, the DCM said the decision of composite sanction was taken in pre-State Development Council (SDC) meeting and there is no violation of CPWD manual/guidelines and norms under the system. Similar practice of composite project has also been adopted by other states of the country, he added.
