ITANAGAR, Nov 23: The All Kurung Kumey District Students’ Union (AKKDSU) and Koloriang Damin Parsi Parlo and Sarli Students Union on Thursday claimed that the district administration is managing the Trans-Arunachal Highway compensation issue in a “hush-hush” manner and demanded transparency on the issue.
“Despite repeated RTI applications submitted to the district administration, seeking details on compensation beneficiaries, the information is being denied”, claimed AKKDSU President, Bengia Anthony.
“The affected people are entitled to know the amount of bill they are receiving”, it said, while questioning, “What could be the reason for the district administration shying away from providing information?”
It is said that the district administration has completed codal procedures and is set to disburse the amount of land compensation of the 61-km stretch from Guha Tarak in Kra Daadi to Koloriang DC office in Kurung Kumey.
The AKKDSU also demanded that the DA not disburse the compensation amount unless the matter is settled.
“We strongly oppose disbursing of the compensation amount till the matter is resolved”, said AKKDSU General Secretary Phassang Raish.
He added that the objective of the union is to ensure transparency in dispensing and preparing the compensation bill.
Alleging the authorities of preparing false and bogus bills without spot and site verification, supported by photograph evidence, the Union demanded that the district administration make the original copy of the centre-approved compensation rate public.
The Union further alleged that the District Land Revenue and Survey Officer (DLRSO) is secretly collecting personal account numbers of land-affected people.
However, the Union could not furnish substantial documents to validate their claims.
Meanwhile, it has served seven days ultimatum to the Deputy Commissioner of Kurung Kumey, demanding re-survey of the TAH in the entire district.
It also denied the allegations that AKKDSU demanded cuts from the district administration and termed it as a false and baseless allegation.
Meanwhile, when contacted, Kurung Kumey Deputy Commissioner, Kangki Darang denied the allegation, stating that the survey was conducted in a transparent manner involving land-affected people, gaon burahs and Panchayat members.
“There is no question of conducting the survey confidentially. We conducted the survey in a very transparent manner”, claimed the DC.
The DC claimed that there are many organisations pressurising the administration to release the compensation amount so that the work can be executed at earliest.
On the RTI papers, the DC clarified that they had provided all the information sought by the AKKDSU President.
Further, urging the district administration of Kurung Kumey to release land compensation amount at the earliest, the Nyapin Nyobia Sangram Phassang Students’ Union on Wednesday stated that the bill prepared by the district administration is genuine and there is no complain from the land-affected people.
In its representation to the Kurung Kumey DC, the students’ union stated that in the greater interest of the public, the authority should expedite execution of the TAH in the district.
