ITANAGAR Sep 22: The All Arunachal Contractor’s Welfare Association (AACWA) has urged all the state executing departments to implement government notification No. SPWD/W-66/2012,Dated 14th september 2017 for negotiation with Lowest one(L1) in any tenders and quotaion.
Stating that there is a clear instruction by Central Vigilaince Commissioner that tendering authorties should first negotiate with Lowest one(L1) in any tenders and if the Lowest one backs out then it comes for retendering automatically, the Association alleged that ministers and MLAs are finalising the tenders in violation of CPWD mannuals.
AACWA further urged the state governemnt to abolish the Arunachal Pradesh District Based Entrepreneurs and Professional (Incentive, Development and Promotion) Act 2015 in coming Assembly session. Justifying its demands the Association said that in some districts there is no registered contractor in lower levels as most of the government schemes are under Rs. 1 Crore to 1 lacs only.
