An open letter to Chief Minister

Dear Editor,
Through the columns of your esteemed daily, I would like to bring to the kind attention of Pema Khandu, Hon’ble Chief Minister-cum-Minister-in-charge (Tax & Excise) the unreasonable delay of more than two years by the department of Tax and Excise in declaring the result of written examination for recruitment of Assistant Inspector ( Tax and Excise) conducted way back in July 2015 vide Govt. Advertisement no. TAX(E)-277/2009/608 dated 28th March 2013. It is learnt that the Department illegally appointed four Assistant Inspectors through back door. Interestingly, one of the illegally appointed Assistant Inspectors is a younger brother of a senior officer of the Department. The Hon’ble Supreme Court in 2012 while declaring the appointments illegal, sternly directed the department to conduct fresh recruitment in four months. But the department kept dragging its feet and delayed the recruitment process for obvious reasons.
Now, it’s around five years past the Supreme Court’s order, yet the department has not been able to complete the recruitment process and the illegally appointed officials are still under the Department’s pay roll. When the appointment of the four Assistant Inspectors has been declared illegal by the Apex Court of India, how could the Department play dilly-dallying tactics and avoid terminating the services of the illegal appointees ?
It is learnt that the Department is unable to declare the result of written examination due to some problem in sorting of Maths paper but it seems that the actual hidden reason behind the delay is something else. Why is the department making a mockery of recruitment and playing with the sentiments of the aspirants with the unjustifiable delay? If finalising the result of Maths paper is not possible due to a genuine problem, why not re-conduct the Written Exam in Maths paper only and fast- track the recruitment process?
One wonders why this is happening when Chief Minister known for his bold moves in improving transparency in Govt. recruitments is himself in charge of the department. Or has the Department been able to divert his attention on this matter?
Therefore, on behalf of all candidates, I would like to request the Hon’ble Chief Minister cum Minister-in-charge of Tax & Excise to direct the department of Tax and Excise to declare the result of written examination without further delay and complete the recruitment process in a fair manner. Also, services of the four illegally appointed Assistant Inspectors may be terminated immediately as they have no right to usurp the posts after the Apex Court upheld the verdict given by Hon’ble Gauhati High Court declaring their appointment as illegal.
Their immediate removal will send out a strong positive message and also help in speedy completion of the stalled recruitment drive. Of course, they should be granted relaxation in age to compete for the advertised posts as per the Apex Court’s directive. We have waited long enough! Let law and justice prevail.
