ITANAGAR, Oct 18: A complaint has been made against Superintendent of Police (Telecom) Dr A Koan at the Chief Secretary and DIG (PHQ) offices for allegedly assaulting and causing bodily pain to 24- year-old Likha Yagal in the wee hours of October 16.
According to the complaint letters, copies of which are with this daily, on October 16, Yagal was heading towards his home in Chimpu at around 2.25 AM on a motorbike when some ITBP personnel stopped him near the Kendra Vidyalaya 2 School for a regular check.
The personnel checked his documents and allowed him to move ahead, when suddenly Dr Koan, allegedly without his uniform, snatched Yagal’s keys and started beating him with a stick. The SP reportedly said that he was being thrashed because the motorbike did not have a license/number plate on the front side.
When Yagal said that he should have been imposed with a fine/ challan according to the Motor Vehicle Act instead of being assaulted, the SP allegedly physically assaulted him again.
Speaking to this daily, Yagal said that he went to file a complaint the next day to the Itanagar Police Station, but was sent to the Capital SP’s office. He was allegedly denied to file a report there as well, and had to eventually write to the Chief Secretary and DIG’s offices.
In his complaint letter, the youth has requested the higher officials to take appropriate action against the erring official for the incident.
When contacted, the Capital SP said that he had heard of the news but it was not verified. He also said that he was unaware of any such complaint made to his office against the Telecom SP.
Meanwhile, SP Dr Koan could not be contacted to verify the same.
