ITANAGAR, Dec 20: The Arunachal Pradesh Engineering Service Association (APESA) met Chief Minsiter Pema Khandu on Wednesday and submitted a memorandum seeking his office’s consideration.
In its memorandum, the APESA explained that various engineer departments have been manned and headed by the senior most engineers as secretaries of the departments, and since the retirement of most, there are only two left, and sought manning and heading of engineering departments by technocrats.
Citing that the absence of an independent architecture department causes most engineering departments to outsource architectural drawings through consultancies, it pressed for creation of a department of architecture.
‘The drawings are a prerequisite for preparation of any working drawing and design in all engineering departments, particularly in urban, municipality and other important project planning,’ it highlighted.
Other points included creation of a post of engineer-in-chief; filling up of vacant post of chief engineer, such as APPWD, DOP, etc; execution of centrally-sponsored schemes by state executing agencies; and total discontinuation of functional posting system by promulgating a notification.
The association informed that the chief minister and the chief secretary have agreed to place the issues in the next cabinet meeting for discussion.
