ITANAGAR, Jun 14: The All Papum Pare District Students’ Union has expressed strong opposition to the education department’s recent order appointing M/s Arunachal Traders, Naharlagun – the NCERT-empanelled vendor in Arunachal Pradesh – as the carriage contractor for carrying textbooks for Classes 1-12 from the RCPD in Guwahati to the district headquarters in Arunachal “without mentioning any direction to the carriage contractor to deliver the textbooks to schools in all the districts after textbook verification is made by the DDSEs.”
In a representation to the education minister, the union on Thursday demanded early intervention of the chief minister and the education minister “to rectify the said order.”
It requested the state government to direct the DDSEs and the education department not to issue NOCs or make payment to the carriage contractor until the textbooks are delivered to all the schools in the districts.
“The policy of the department of education for supply of textbooks is a complete failure because carriage contractor appointed for the said work will supply the textbooks to district headquarters only, and after receiving NOC from the DDSEs, bill will be withdrawn from the office of the DSE, GoAP, Itanagar. This would mean that the textbooks will rot in the storerooms of DDSE offices as the DDSEs will not be able to bring those books to their respective schools of the districts due to lack of fund,” the union claimed.
