Assn submits memorandum

ITANAGAR, Aug 29: The All Arunachal Contractors Welfare Association submitted a five-point memorandum to the chief minister on Wednesday, seeking his attention to its demands in the interest of the state’s entrepreneurs.
The association’s demands include adoption of 2.5 percent bank guarantee or performance guarantee for tribal contractors as security deposit for all works which are executed under the state government; introduction of work order system in any scheme to the amount of Rs 20 lakhs; and strict implementation of the Government of Arunachal Pradesh (Allocation) Rules, 1998.
The association also urged the state government to “ban the involvement of unseen expenditure during the tender process, and instruct all stakeholders not to encourage lobbying to get works by practicing advance negotiations,” saying such practices were the main cause of substandard works and delay in completion of projects.
