ITANAGAR, Aug 29: The progress of various projects was reviewed during a state level executive committee (SLEC) meeting on the Chief Minister Samast Shiksha Yojana (CMSSY), which was chaired by Education Secretary Madhu Rani Teotia here on Wednesday.
The meeting was attended by representatives from the finance & planning department, deputy commissioners and DDSEs from the districts, and all directors and officers of the education department.
Earlier, all 26 districts had been asked to submit their proposals as per the CMSSY guidelines, amounting to Rs 1.84 crore, through the district level executive committees for consideration by the SLEC.
The district that best implements the education sector schemes, including the CMSSY, will be awarded from this fiscal year onwards by way of felicitating the district administration concerned, as per the cabinet decision taken on 2 June, Teotia informed.
She, however, said the district plans should not include “any items which are already sourced through other line departments, like the SJETA.”
It emerged during the meeting that only seven districts have submitted their utilization certificates (UC). The second installment fund of 2018-19 and the first installment fund of 2019-20 will not be released to the defaulting districts unless they submit their UCs along with the requisite annexure countersigned by the deputy commissioners concerned.
It was decided during the meeting that the districts should formulate their plans in a way that saturation in components such as girls’ toilets, whiteboards, greenboards, computer labs, etc, is achieved and a common calendar of activities is followed, so as not to disturb the academic performance of the schools.
It was also decided that the needs of colleges and polytechnics are also to be catered to under the CMSSY.
