ITANAGAR, 17 Mar: The All Arunachal Contractors’ Welfare Association (AACWA) has alleged that the state government dropped several important schemes of the Itanagar-Capital Region, including the bypass roads and bridges.
In a release, the AACWA alleged that these projects which are of immense importance for the Capital Complex in order to ease the traffic congestion have been dropped from the Revised Estimate 2020-21.
“Despite knowing about traffic congestion problem of twin capital cities of state Itanagar and Naharlagun due to non-existence of proper bypass-roads and bridges, the government has unfortunately dropped these projects,” stated the ACCWA.
The association has appealed to the state government to “distribute development funds equally and without depriving on political party basis” and urged the government to work with the motive of pan Arunachal.
“Due to unequal distribution of development funds, it is affecting economic conditions of the district-based contractors and self employed youths who are dependent on government schemes,” said the AACWA.
Further, the association claimed that most of the bypass roads and bridges which have been dropped by the state government have already been tendered and the work is progressing.
“Dropping of schemes under plan head may hamper the work progress and contractors will face severe financial problems. After deducting schemes of the plan head, the state government has selected schemes under non-plan and untied, which will only benefit some legislators and politically high-connected persons,” the association said.
The ACCWA further claimed that due to diversion of plan head of funds to non-plan head, the contractors who genuinely executed the government awarded schemes under plan head of both central and state funding are facing a financial crunch.
The association has demanded that the state government publicly inform the people about the fund distribution under non-plan head and total funds parked under non-plan head.
