Abide by Pakke Declaration themes: CS

ITANAGAR, 10 Feb: Chief Secretary Naresh Kumar has asked the departments concerned to abide by the five broad themes or the ‘panch dhara’ and the underlying 75 strategies of the Pakke Declaration.

The panch dhara of the Pakke Declaration are: environment, forest and climate change; health and wellbeing of all; sustainable and adaptive living; livelihoods and opportunities; and evidence generation and collaborative action.

“The Pakke Declaration is an initiative of the state government to fight climate change and achieve the target of net zero carbon emissions by the year 2047,” the CS said during a meeting he convened at the civil secretariat here on Thursday.

The actions taken by the departments concerned since the adoption of the Pakke Declaration in November last year were reviewed during the meeting.

In order to tackle and mitigate the impacts of climate change on the state, and to “realize climate resilient and responsive landscapes in tune with the national policies on climate change response,” Kumar asked the departments to “remain in touch and closely work with other government departments on the adaptation measures of the Pakke Declaration by the government establishments.”

Chief Conservator of Forest Rajesh S presented a report on the progress of the implementation of the action plan under the Pakke Declaration for the year 2022-23.

Setting up a secretariat of Pakke Declaration 2047, developing a dashboard for monitoring the actions under the Pakke Declaration and website for the secretariat of the Pakke Declaration, leveraging carbon credits for the actions under the Pakke Declaration, and capacity building of panchayati raj institutions for grassroots level action under the Pakke Declaration were some of the points discussed in the meeting.

Home Principal Secretary Rajeev Verma, Finance Principal Secretary Sharat Chauhan, Power Commissioner Kaling Tayeng, Planning Commissioner PS Lokhande, Education Commissioner Padmini Singla, Agri-Horti Secretary B Tayeng, Transport Secretary D Sulu, and other senior officers were present at the meeting.
