DIRANG, 12 Apr: A three-day block-level training programme on the SPICE model for panchayati raj members, officers and officials of the panchayati raj & rural development department, SHG members, and other stakeholders began at the National Research Centre on Yak here in West Kameng district on 11 April.
Over 100 participants, representing various gram panchayats of Dirang CD block, are attending the programme, being organised by the State Institute of Rural Development & Panchayati Raj (SIRD&PR), in collaboration with the district administration.
Dirang ADC JT Obi, who inaugurated the programme in the presence of ZPC Rinchin Zomba Merakpa and Thembang ZPM Jam Tsering, requested the gram panchayat members and gram panchayat chairpersons to “create a vibrant gram sabha in their respective gram panchayat.”
The ZPC expressed gratitude to the state government “for reposing faith on panchayats,” and said that “this is for the first time in the history of panchayati raj in the state 10 percent funding support has been extended by the state government from state revenue.”
District Panchayat Development Officer Denchin Droka highlighted the importance of the training programme and informed that “the training programme on SPICE model shall be extended to all the elected panchayati raj members of West Kameng district within this month.”
SIRD&PR resource person Mihin Lali informed that, as per the National Capacity Building Framework, all the newly elected panchayati raj members are supposed to be given basic orientation programme within six months of their election.
“The SIRD&PR has successfully organised orientation training programme for all ZPCs and ZPMs within one month of the declaration of election result during January 2021. However, due to various technical reason and pandemic situation, programme for gram panchayat could not be organised on time. However, the SPICE model, which is a very new concept for panchayats, is operational from this month itself. Hence, it is not very late to start training programme in the district,” Lali said.
