TALI, 12 Feb: The State Institute of Rural Development & Panchayati Raj (SIRD&PR) commenced a three-day block level foundation-cum-functional training programme here on Thursday for Tali, Tali West and Pipsorang blocks.
The training programme will cover all gram panchayat segments of these blocks in Kra Daadi district and aims to strengthen grassroots governance and enhance the institutional capacity of panchayati raj representatives.
The programme was inaugurated by Tali East ZPM Rughu Tama, who advised the panchayati raj members, gram panchayat chairpersons, gram panchayat members, and other functionaries to prioritise proper conduct of gram sabha meetings, ensure close coordination with line departments, and focus on the creation of durable community assets in every gram panchayat segment.
He emphasised the importance of holding regular gram sabha meetings, accurately identifying genuine beneficiaries, and maintaining effective coordination with member secretaries and departmental officials. He urged the PRIs to play a proactive role in the successful implementation of plans and projects.
ADC (HQ) Rido Tarak encouraged all stakeholders to work collectively towards grassroots development and effective service delivery for the welfare of rural communities. He highlighted that PRIs have been entrusted with significant powers and responsibilities under the 11th Schedule of the Panchayati Raj Act and the landmark 73rd constitutional amendment.
Tamar Baki, course director from the SIRD&PR, presented a comprehensive overview of the panchayati raj system, its constitutional provisions, and the roles of standing committees. He also delivered an informative session on the People’s Plan Campaign-Gram Panchayat Development Plan (GPDP), participatory planning, localised sustainable development goals (LSDGs), and the nine thematic areas essential for holistic rural development.
The training programme is being facilitated by a pool of experienced resource persons from the health department, rural development department, PHE&WS department and the ICDS, besides the Arunachal Pradesh State Rural Livelihoods Mission (ArSRLM) and other allied departments, ensuring a comprehensive and multi-sectoral approach to capacity building.
