NEW DELHI, Dec 18: Arunachal East MP Ninong Ering on Tuesday called on Union Home Minister Rajnath Singh here and requested the central government to take urgent steps to create a separate cadre of the All India Services (AIS) in Arunachal Pradesh.
In a letter to the union minister, the MP said the joint cadre system comprising Arunachal Pradesh, Goa, Mizoram and Union Territories (AGMUT) was “creating impediments towards more efficient governance, which must be rectified by the government.”
Informing that Chief Minister Pema Khandu had also submitted the same demand
to the Centre on 15 February this year, the MP said “the demand for a separate cadre in respect of Arunachal Pradesh is necessary in the present dynamic structures of administration.
“Officers who spend a good amount of time in the state and understand it better in terms of administration are transferred to other locations of AGMUT cadre, creating gaps in administrative understanding.
“These officers, having substantial experience, are sometimes involved in very critical projects and they have to just leave the state in case of transfers without adding anything concrete which they could have done had they been in the same state,” Ering said.
He said even smaller states like Manipur, Tripura and Sikkim have their own separate cadres and have benefitted greatly from the dedicated service of AIS officers in their own cadres.
“The much larger state of Arunachal Pradesh (compared to these three states) does not have a specific cadre, which results in loss of officers and creates gaps which are very difficult to fill in rapidly,” Ering said.
The MP said a separate cadre in Arunachal would create a pool of senior officers who would better understand the nuances of public policy and execute decision-making processes “with a lucid comprehension of the existing system.”
The MP also submitted a detailed report to the union minister on the need of a separate AIS cadre in Arunachal Pradesh.
